I have same problem
His account users.ini is sick !

If you add ; in file, that making problems
And it’s don’t disable the account
I told him to fix it, but he never convinced !!

Can you upload the plugin that you are using on your server?

Here I used the same setting as you did, and it works for me. I'm using v1.3, same as the one I uploaded in first post.

Things that you could have done wrong:
1. Missing a module
2. Didn't enable the plugin
3. Didn't write the plugin name correctly in plugins.ini
4. Didn't disable admin.amxx
5. Didn't put your setinfo _pw

Try and check.
